FY2017 Property Valuation and Tax Bill Adjustments
The Rutland Board of Assessors conducted the FY2017 triennial revaluation required by Massachusetts State Law. The revaluation requires the verification, analysis, and use of arms-length sales from calendar year 2015. Sales from calendar years 2014 and 2015 were used to value the apartment, vacant land, commercial, and industrial property classes. As a result of this revaluation:
- Single family homes increased about 2% although some styles of homes or ages were higher or lower
- Condominiums increased overall about 13% with variations from complex to complex
- Apartment class increased about 17%
- Commercial and Industrial properties increased overall in value about 8% with variations
- Vacant land increased about 3% depending upon the neighborhood
The overall taxable valuation of the town increased by $24,246,000.
Typically when the valuations increase and spending stays level or within a 2% margin, there is not significant change in the tax rate and with minimal property value increases the bill is generally remains level. However, Rutland had a difficult financial year this year, requiring passage of two Proposition 2 ½ ballot questions (a debt exclusion and an override) totaling $632,871 to fund the general operating budget and school assessments. This was part of the $1,707,831 in new appropriations over last year’s tax levy which contributed to the increase in the tax rate from $17.37 per thousand to $18.32 per thousand of valuation, with the average single family home tax bill going from $4,435 to $4,795 - an average increase of $360 per year.
