Solar Photovoltaic Systems
The Town of Rutland, MA seeks proposals from solar energy developers to install, own, operate, maintain and decommission solar photovoltaic energy systems on Town-owned property.
The Town of Rutland intends, pursuant to G.L. c. 30B § 16, to select and enter into a Lease Agreement(s) and Power/Net Metering Purchase Agreement(s) for solar generation with the firm providing the most advantageous proposal to the Town. All respondents must demonstrate that a member of the proposing team is certified by the Division of Capital Asset Management and Maintenance (DCAMM) as eligible to provide Energy Management or Electrical Services, and has not been debarred from bidding under G.L. c. 149 § 44C or any other applicable law.
Sealed responses are to be submitted no later than February 11, 2016 at 1:00 PM to the Town of Rutland, Attention Ms. Margaret Nartowicz, Town Administrator, Community Hall Annex, 246 Main Street, Rutland, MA 01543. All interested firms are invited to attend the MANDATORY Pre-Proposal Conference on January 14, 2016 at 1:00 PM at Rutland Public Library located at
280 Main Street, Rutland, MA 01543. Interested firms may obtain a copy of the RFP by contacting the Town’s Owner’s Agent, Beth Greenblatt of Beacon Integrated Solutions at firstname.lastname@example.org.
The Town of Rutland reserves the right to reject any and all proposals in whole, or in part, and to waive irregularities and informalities, when in its sole discretion it is deemed to be in the best interest of the Town and to the extent permitted by law.
