May 9th Special Town Meeting Warrant
                                                        
The Commonwealth of Massachusetts       
Worcester  SS.

To either of the Constables of the Town of Rutland in the County of Worcester.
IN THE NAME OF The Commonwealth of Massachusetts you are hereby directed to notify and warn the inhabitants of said Town, qualified to vote in elections and in Town affairs, to meet at the
GLENWOOD ROAD ELEMENTARY SCHOOL AUDITORIUM
in said Rutland on Saturday, the Ninth Day of May, 2015
at 6:00 o’clock in the evening,
then and there to act on the following articles: ---

ARTICLE 1:
To see if the Town will vote to appropriate from Available Funds (Free Cash) a sum of money to Library Purchased Services Account (001-610-5200-000) to cover the cost of unforeseen expenses to the Library Sprinkler system, the removal of snow on the roof and additional electricity costs; or take any action in relation thereto.        
                
ARTICLE 2:
To see if the Town will vote to appropriate from Available Funds (Free Cash) a sum of money to the Library Aide Wages Account (001-610-5140-000) for fiscal year 2015; or take any action in relation thereto.
                                                                                                              
ARTICLE 3: (Fire)
To see if the Town will vote to appropriate from Available Funds (Free Cash) a sum of money to purchase wild land firefighting gear; or take any action in relation thereto.                

ARTICLE 4:
To see if the Town will vote to appropriate from Available Funds (Free Cash ) a sum of money to the Fire Supply Account (001-220-5400-000) for fiscal year 2015 to comply with the Collective Bargaining Agreement for Rutland Firefighters ; or take any action in relation thereto.     
                
ARTICLE 5:
To see if the Town will vote to Appropriate from Available Funds (Free Cash)  a sum of money for the startup costs of a Wireless Internet for the Rutland Free Public Library; or take any action in relation thereto.

ARTICLE 6:
To see if the Town will vote to Appropriate from Available Funds (Free Cash) a sum of money for Community Center Parking Lot rehab; or take any action in relation thereto.
                
ARTICLE 7:
To see if the Town will vote to Appropriate from the Sewer Enterprise (Free Cash) a sum of money for the installation of sewer lines for Forest Hill and Christmas Tree Lane; said sum to be reimbursed to the sewer enterprise fund via betterment charges; or take any action in relation thereto.
            
ARTICLE 8:
To see if the Town will vote to appropriate from Available Funds (Free Cash) a sum of money to replace the Server and associated Software at the Community Hall; or take any in relation thereto.

ARTICLE 9:
To see if the Town will vote to appropriate from Available Funds (Free Cash) a sum of money to the Medicare Account (001-916-5100) for fiscal year 2015; or take any action in relation thereto.

ARTICLE 10:
To see if the Town will vote to appropriate from Available Funds (Free Cash) a sum of money to the Snow and Ice Removal Account (001-423-5400); or take any action in relation thereto.

ARTICLE 11:
To if the Town will vote to appropriate from Available Funds (Free Cash) a sum of money for Professional Services and related expenses for the Rutland Development and Industrial Commission (RDIC).  Such services will be specifically to assist in the development of the Rutland Heights Hospital property as defined in the Rutland Heights Hospital Reuse Plan dated April 1997; or take any action in relation thereto.

ARTICLE 12:
To see if the Town will vote to appropriate from Available Funds (Free Cash) sums of money to the following Fiscal Year 2015 General Operating Budgets as follows:

  • General Government
  • Public Safety
  • Dept. of Public Works
  • Human Services
  • Culture and Recreation
  • Miscellaneous
or take any action in relation thereto.

ARTICLE 13:
To see if the Town will vote to appropriate from Available Funds (Free Cash) a sum of money to the Stabilization Fund; or take any action in relation thereto.

ARTICLE 14:
To see if the Town will vote to appropriate from Available Funds (Free Cash) a sum of money for the 4TH of July Committee for the 67th Annual Celebration; or take any action in relation thereto.

And you are directed to serve this warrant, by posting up attested copies thereof at five (5) places in said Town, fourteen (14) days at least before the time of holding said meeting.         
HEREOF FAIL NOT, and make due return of this warrant, with your doings thereon, to the Town Clerk, at the time and place of meeting, as aforesaid.
