Signs Section 6.0
6.0     Signs Allowable in Non-Residential and mixed use Districts
In all non-residential and mixed use districts, including Town Center and Village Center Districts, in which a sign is desired to advertise or otherwise identify the user of the property, the following standards shall apply and the number of signs  allowed must comply with the provisions of section 4.4.  
6.1    All signs shall appropriately identify the use, however, such uses and site design (including   placement of sign(s)) shall consider the residential character of Rutland and the specific neighborhood in which the property is located.   The number of signs allowed must comply with the provisions of Section 4.4
6.1.1   Exempt Signs in accordance with Section 5.1
6.1.2   Freestanding Signs
Freestanding Signs shall be permitted by the Building Inspector following  approval by  The Planning board  and shall be located within a landscaped area measuring a minimum 150% of the area of the sign. Free-standing signs shall not exceed ten (10) feet in height, nor thirty two (32) square feet in area.

Any new or replacement Free Standing Sign shall be set back a distance consistent with the setbacks of existing Signs in the vicinity and/or consistent with precedent for Sign locations in the vicinity. Precedent may be shown by a sketch plan indicating neighboring properties within 600 feet in either direction and across the street showing the location of existing signs.  In no case shall there be more than one (1) freestanding Sign per property in the Town Center or Village Center districts. In no case shall there be more than two (2) free-standing Signs per property in the Business/Light Industrial District or Heights Planned Development District.  
6.1.3   Monument Signs
A Monument Sign consistent with this section may be constructed in place of each permitted Freestanding Sign on a non-residential property.  Monument Signs shall  be permitted  by the Building Inspector following  review by the  Planning Board , and shall be located within a landscaped area measuring a minimum 150% of the area of the sign. Monument signs shall not exceed five (5) feet in height, or thirty-two (32) square feet in area.  Monument signs shall not be located closer than five (5) feet from any property line.
6.1.4   Projecting Signs
Projecting signs shall not exceed twenty-four (24) square feet in area.  If affixed to, suspended from, or incorporated as part of a building, a projecting sign shall not extend more than 48 inches or one half the width of the sidewalk from the building.   All projecting signs shall conform to the State Building Code for setbacks from a vertical plane above the curb line of any adjacent street customarily used by the public. Sign construction drawings/specifications shall be submitted with the permit application to the Building Inspector for review.
6.1.5   Awnings
Permanent Signs identifying a business or facility may be allowed on cloth or fabric structures such as awnings, flags or banners attached to the building, provided that the requirements below and in section 4.0 herein are satisfied. A Sign painted on or attached to the cloth or fabric of an awning attached to the building must be painted on or attached flat against the surface of the awning but may not extend beyond the valance or be attached to the underside. Lettering on awning signs shall not exceed twelve (12) inches in height. The awning must be located a minimum of seven (7) feet above sidewalk level to allow for pedestrian access. The awning sign area shall be calculated according to the formula for wall signs; maximum sign coverage shall not exceed 25 percent.
6.1.6   Wall and Window Signs
One sign affixed to, suspended from, or incorporated as part of a building wall shall be allowed so long as the total area of the Sign does not exceed 10 percent (10%) of the area of the wall  but in no case exceeds thirty two (32) square feet. The area of wall covered shall be defined as the  area of the total building face.  
Window Sign(s) shall not cover greater than forty percent (40%) and in no case shall exceed thirty-two (32) square feet of the window area, excluding “open/closed”, hours of operation and credit card signs.
6.1.7   Multi-tenant and Place Name signs
Where the property comprises multiple non-residential users, such as in a village plaza or industrial park, the following standards apply: One monument or freestanding sign identifying the Place Name and/or the tenants located on the property may be permitted, provided the maximum area of the sign is forty (40) square feet and maximum height is sixteen (16) feet.     
Notwithstanding the provisions of this section, the owner of a multi-tenant property may provide a directory sign within the property .  Therefore, for example, a property could contain a forty (40) square foot freestanding sign “Hometown Industrial Park” as well as a sign internal to the property identifying the businesses within the industrial park, and any combination of two allowable signs (e.g. a wall sign and an awning) to identify each tenant’s space.
6.1.8   Flags
Flags made of fabric and hung from a single pole or flown from a single edge of the fabric  shall be allowed provided they do not exceed fifteen (15) square feet, are maintained in good repair .  This section shall not apply to the American flag.
6.1.9   Off-Site Directional Signs
Off-Site Directional Signs shall be allowed only with the permission of the property owner, and approval of the Building Inspector. The Building Inspector may permit signs not exceeding six (6) square feet in area and six (6) feet in height that are reasonably necessary to direct visitors as to the location of a business or major home occupation.
6.1.10  On-Site Directional Signs
On-Site Directional Signs not exceeding two (2) square feet identifying entrances, exits and parking areas on properties containing multiple businesses shall be allowed upon a finding by the building inspector that they do not distract from the streetscape and are reasonably necessary.
