Section  1.   A Council on Aging to be established under the provisions of Chapter 40, Section 8B of the Massachusetts General Laws.

Section  2.  The Council on Aging will consist of 3, 5 or 7 Rutland registered voters appointed by the Board of Selectmen. Initially the terms of the members shall be for 1, 2, or 3 years and so arranged that the terms of approximately 1/3 of the members will expire each year and their successors shall be appointed for terms of three years each.  The board shall also consist of two Rutland residents who will serve as alternate members.  The alternate members shall be appointed by the Board of Selectmen and the initial terms shall be for two and three years so arranged that the terms will expire at the end of two and three years and their successors shall be appointed for terms of two and three years. The alternate members shall have voting privileges for the purpose of obtaining a quorum.  The alternate member with the most tenure will be the first to vote in order to obtain a quorum.

Section  3.   Vacancies occurring other than by expiration of term shall be filled by appointment of the Board of Selectmen.
