Attorney General Approval Bylaw Changes

On this day, August 9, 2017 -
The Town of Rutland received approval of the amendments to Rutland’s General Bylaws of Articles # 19, 21, 22, 23 & 25, voted at the Annual Town Meeting held on May 6, 2017.
Please see the Town Clerk for the full text of the amendments and the Attorney General’s comments on Articles 22 and 25.  

Article # 19   Deleted Recreation Committee Bylaws and Director of Recreation Bylaw
Article # 21   Created Earthworks Board
Article # 22   Amended Earth Removal Bylaw
Article # 23   Amended Non-Criminal Disposition, Sec. 3, Enforcement Personnel
Article # 25   Bylaw establishing various revolving funds.

Note: Pursuant to G.L. c. 40, § 32, general by-laws and amendments take effect on the date posting and publishing requirements are satisfied unless a later effective date is prescribed in the by-law. Zoning by-laws and amendments are deemed to have taken effect from the date they were approved by the Town Meeting, unless a later effective date is prescribed in the by-law.
Posting requirements were met on August 17, 2017.

On this day, July 19, 2017 -
The Town of Rutland received approval of the amendment to Rutland’s General Bylaws of Article # 24, voted at the Annual Town Meeting held on May 12, 2008.
Please see the Town Clerk for the full text of the amendment.

Article # 24 added a new subsection to provide that any person serving on a town board or committee be a legal resident of the Town of Rutland.

Note: Pursuant to G.L. c. 40, § 32, general by-laws and amendments take effect on the date posting and publishing requirements are satisfied unless a later effective date is prescribed in the by-law. Zoning by-laws and amendments are deemed to have taken effect from the date they were approved by the Town Meeting, unless a later effective date is prescribed in the by-law.
Posting requirements were met on August 17, 2017.

On this day, July 10, 2017 -

The Town of Rutland received approval from the Attorney General of the amendment to Rutland’s Zoning Bylaws of Article 20 as voted at the Annual Town Meeting held on May 6, 2017.

Article # 20 added a new section to the by-laws entitled “Medical Marijuana Dispensaries”.  Please see the Town Clerk’s office for the full text of the amendment.  

Note: Pursuant to G.L. c. 40, § 32, zoning by-laws and amendments are deemed to have taken effect on the date they were voted by Town Meeting, once the posting and publishing requirements are satisfied, unless a later effective date is prescribed in the by-law.

Posting requirements were met on July 12, 2017.

The Town of Rutland received approval of the amendments to Rutland’s General Bylaws of Articles # 15, 17 & 18, and to the Zoning Bylaws of Article # 16, voted at the Annual Town Meeting held on May 7, 2016.
