Section  1.   The Selectmen shall have the general direction and management of the property and affairs of the town in all matters not otherwise provided for by law or these by-laws.

Section  2.   It shall be the duty of the Selectmen to sell, after first giving notice of the time and place of sale by posting such notice of sale in three convenient and public places in the Town fourteen days at least before the sale, properties taken by the Town under tax title procedure, provided that the Selectmen or whomsoever they may authorize to hold such public sale, may reject any bid which they deem inadequate and that the Selectmen are authorized to execute and deliver a deed or deeds.  Failure of notice to not effect the validity of the sale or deed and to be conclusive with the notice herein above provided for.

Section  3.
(a) The Selectmen may sell or otherwise dispose of obsolete personal property belonging to the Town, providing that no such property with an estimated value of five hundred dollars, or more, shall be sold unless proposals for the same shall have been invited by advertisement in a newspaper of general circulation in the Town of Rutland.
(b) All contracts issued by the Selectmen for the procurement of supplies, services or real estate and for disposing of supplies or real estate shall conform to the provisions of the Uniform Procurement Act of 1989.

(c) The Selectmen are hereby authorized to establish rules and regulations relative to power boats on lakes, ponds, and rivers in the Town of Rutland: (see below)      

Section  4.   The Selectmen shall annually appoint an Inspector of gas piping and gas appliances in accordance with Chapter 25, General Laws, as amended.

Section  5.   The Selectmen are authorized under M.G.L., Ch. 41, Section 23 to appoint a Town Administrator for a term of 1 (one) or 3 (three) years, to establish the duties and responsibilities of said administrator and to take all other action as deemed necessary under said statue.
